JOINT PORTS ROE & ACTA REQUIREMENTS FOR 3RD PARTY PROJECTS IN THE ACTA/JOINT PORTS ROW

The Alameda Corridor Transportation Authority (ACTA), a joint-powers authority formed by the Cities and Ports of Los Angeles and Long Beach. ACTA’s principal responsibilities include: dispatching trains, security and maintenance of the infrastructure, and the collection of fees from the railroads for the use of the Alameda Corridor to pay operating costs and debt service on the outstanding revenue bonds. ACTA operates on the Joint Ports property under the Use Permit granted by the Port of Los Angeles and Port of Long Beach. Any proposed work on, under, across or adjacent to the Joint Ports Property requires a Permit from both Ports. See Alameda Corridor Transportation Authority interactive map below.

 

Joint Ports Right of Entry (ROE)

If you have a project that will be conducted on or within proximity of the ACTA/Joint Ports Right of Way, please inform the Third-Party requester of the need to obtain a Permit to do work on Joint Ports Right of Way Property Manager:

ACTA Third Party Projects Process

Concurrently with the permit application, the 3rd party will need a reimbursement agreement with ACTA to allow ACTA’s maintenance contractor to provide flagging protection for the 3rd party or its contractors when working in or around ACTA’s main tracks and/or Joint Ports ROW. If the 3rd party work impacts ACTA’s infrastructure, by adding loads or impeding the operation of train movements, design reviews will be required by ACTA’s engineering consultants to make sure the proposed project meets design, safety and operation standards. The reimbursement agreement will include cost estimates for project submittal reviews and estimated flagging days required.  To begin the process, a project scope of work and schedule should be emailed to thirdpartyprojects@acta.org.

Communications & Signal Markout Request

ACTA is not a member of DIGALERT. A Communications & Signal (C&S) markout will be required for any digging, excavation, or underground work in or around ACTA’s main tracks/or Joint Ports ROW. Please call Highball Signal, Inc. at (562) 435-3421 for C&S markouts.

Process and Procedures

ACTA’s Track & Signal (T&S) Maintenance Contractor plays a critical role in the maintenance of ACTA Track and Signal Infrastructure, ensuring a safe and effective operating environment for freight trains. In addition to overseeing the maintenance of the tracks and signals, ACTA oversees the coordination and oversight of 3rd party entry onto the Joint Ports Right-of -Way. This ensures that all 3rd party projects are conducted in a safe manner around active train tracks, comply with all ACTA, State, and Federal Regulations, and ensure compatibility with ACTA infrastructure and operations.

Schedule of Flagging Rates for Third Party Construction (01/01/2025 through 12/31/2025)

  • Flagger – ST Hourly Rate (Up to 8 hours, Monday through Friday) $129.00
  • Flagger – OT Hourly Rate (Over 8 Hours, up to 12 Hours) $166.00
  • Flagger – DT Hourly Rate (Over 12 Hours, Sunday, Holiday)  $202.00
  • Flagger – Daily Rate (M to F; 8-hour shift) $1,032.00
  • Flagger – Daily OT Rate (Saturday or Special Shifts; 8-hour shift) $1,328.00
  • Flagger – Daily DT Rate (Sunday and Holidays; 8-hour shift) $1,616.00

NOTE: Flagger rates are inclusive of one flag person, one truck, the required flagger supplies and tools, and all burden, indirect, OH, and profits.
