Governing Board

The Alameda Corridor Transportation Authority (ACTA) is a joint powers authority formed by the City of Los Angeles and City of Long Beach. ACTA is governed by a 7-member board, with representatives from the Cities of Los Angeles and Long Beach, the Ports of Los Angeles and Long Beach, and the Los Angeles County Metropolitan Transportation Authority.

Board Meeting Schedule

Regular meetings of the ACTA Governing Board are held in the Board Room, Building T1100 of the Long Beach City College Liberal Arts Campus.  In addition to Long Beach City College, there are two other approved meeting locations: Alameda Corridor Transportation Authority Headquarters and Long Beach City Hall.  Special meetings may be scheduled at different days and times.  Any change to the time or location of a meeting is made available on the ACTA website 24-hours prior to the scheduled meeting.

As a covered entity under Title II of the Americans with Disabilities Act, ACTA does not discriminate on the basis of disability and, upon request, will provide reasonable accommodation to ensure equal access to its programs, services, and activities.  Sign language interpreters, assistive listening devices, and translation services may be provided.  To ensure availability, 72-hour advance notice is required.  Contact the ACTA Office at (562) 247-7777.

Public Comment

Members of the public may attend the Board meeting in person.  Public comments will be heard no later than when each item is considered by the Governing Board. Each public speaker will be limited to three minutes to comment on each agenda item.

Written Public Comment about Agenda Items:

Written comments or materials may be submitted by emailing PublicComment@acta.org.  All written comments or materials submitted for the meeting will be provided to the Governing Board and entered in to the official meeting record. Please submit your written comments 24 hours before the meeting.  You may attach materials in addition to your comment to be distributed to the Members of the Board.  Sender’s name and contact information are appreciated.

Audit Committee

The establishment of ACTA’s Ad Hoc Oversight Audit Advisory Committee (“Audit Committee”) was approved by ACTA’s Governing Board in October 1999 and the accompanying Charter was approved in November 1999.  The first meeting was held in January 2000. The Audit Committee is made up of three representative members from ACTA’s Governing Board and consists of a representative member from the Port of Long Beach, the Port of Los Angeles, and the Los Angeles County Metropolitan Transportation Authority.

The Charter specifies the following:

The Audit Committee provides a strategic level forum for monitoring and discussing internal and external audit matters. The committee’s major emphasis is:

  • Review and assessment of the agency’s risks and control environment
  • Engaging an independent external audit firm
  • Overseeing financial reporting
  • Reviewing the audit reports and results of reviews and investigations undertaken by the Internal Auditor, the external audit firm, and other outside agencies
  • Evaluating the audit process

The Audit Committee meets once or twice per year.
