W. Dean Martin is scheduled to start work with the Alameda Corridor Transportation Authority (ACTA) on Oct. 4^th. He has served as chief financial officer with the Riverside County Transportation Commission since 1995.

"Having somebody of Dean’s stature and public-sector experience is critically important as we move well into full-scale construction, which requires strict adherence to financial controls," said Long Beach City Councilman Jeffrey A. Kellogg, chairman of the ACTA Governing Board.

ACTA, a joint partnership between the cities and ports of Long Beach and Los Angeles, is building a 20-mile-long railroad cargo expressway from the ports to the transcontinental rail yards near downtown Los Angeles. The $2.4 billion project, scheduled for completion in 2002, will speed the flow of cargo and reduce traffic congestion by eliminating conflicts at more than 200 street-level railroad crossings.

At ACTA, Martin will be responsible for financial management, including accounting, budgeting, debt management, policy development as well as administrative functions. ACTA Chief Executive Officer James C. Hankla hired Martin under authority previously granted by the Governing Board.

"I conducted an extensive nationwide search and am quite pleased with the result," Hankla said. "With his strong background in public agency financial management, Dean will unquestionably strengthen ACTA’s management team."

Martin, a Certified Public Accountant, spent more than nine years at the Riverside County Transportation Commission, first as controller and then as chief financial officer. Prior to that, he served as an internal auditor for the County of San Bernardino, a staff auditor for the accounting firm of Ernst & Young, and in various management positions at Bank of America. He holds a Bachelor of Science degree in business administration from California State University, San Bernardino.
